A shared link should win over saved state
Opening the intended project or note, even when the browser remembers a different desktop.
A saved desktop is useful when returning to a site. It becomes less useful when someone follows a link to a particular project and sees the windows they left open last time instead.
Restore preferences, then follow the link
This desktop restores its saved preferences before applying the URL. An explicit project, note, window, or view therefore takes precedence. The chosen theme stays intact, while the requested content opens in a readable window.

/?view=resumeUse the same route from every entry point
Project links, the command palette, and the terminal use the same navigation functions. Browser Back and Forward use the same URL parser. Keeping those paths together makes a link behave consistently wherever it starts.
